    Fourteen teams entered the preliminary round, divided over 3 zones:
    North-Eastern Zone:             winners: Cotton Factory Club (Ethiopia)

    Central-South-Western Zone:     winners: Oryx Douala (Cameroon)
    
    Real Republikans (Ghana) qualified by default as the representative of the host country.

      for fielding players from other clubs; the rules of this tournament permitted the inclusion
      of former players who had helped the club to win its domestic title in 1962-63.
    
    
    Central-South-Western Zone
    
    Oryx Douala (Cameroon) qualified; they were to play the representatives from "Congo" (presumably
    Congo-Léopoldville) but it is not clear whether any matches were played or Oryx qualified thanks
    to their opponents forfeiting.
    
    
    The four winners qualified for the final tournament, held in Ghana.
