Served through four conflicts: WWI, the occupation of the Dominican Republic, US occupation of Veracruz, and WWII. Served on staff of both the Naval Academy and Naval War College.
Served first on the USS Delaware in 1911 as and ensign, then the USS New Mexico as asst engineering officer. He then was at the Electrical School at Mare Island Shipyard.
In 1927 he served as first lieutenant of the USS Saratoga for three years.
Was a training officer at the US Naval Academy in 1930, serving as assistant to the Commandant of Midshipment, as a commander.
He then was attached to the US Asiatic Fleet from 1933-1935, returning from Shanghai China to the United States with the family in 1935. He then attended Naval War College in 1936, serving on staff there for two more years after he graduated.
From 1938-1939 he was Executive officer aboard the USS Idaho, then took command of the USS Medusa.
Was the 38th and final Naval governor of Guam, serving from 20 April 1940 to 10 Dec 1941. He had to evacuate all non-military US citizens as the situation with Japan grew worse. The Japanese attacked Guam on 8 Dec 1941 and McMillan surrendered on 10 Dec when he was captured by Japanese troops. He was held as a prisoner of war until 20 August 1945.
He retired from the Navy in June 1949 as a Rear Admiral.
He then worked as Postmaster of Long Beach California for eight years.
By 1950, he and his wife were living in Signal Hill, California, then moved to Lakewood.
