Reports - as rapporteur

A rapporteur is appointed in the responsible parliamentary committee to draft a report on proposals of a legislative or budgetary nature, or other issues. In drafting their report, rapporteurs may consult with relevant experts and stakeholders. They are also responsible for the drafting of compromise amendments and negotiations with shadow rapporteurs. Kaip krikščioniui demokratui, remiančiam socialios rinkos principus, man yra svarbu, kad mažas ir vidutinis verslas atrastų ir išlaikytų savo galimybes rinkoje ir galėtų visavertiškai konkuruoti su didžiuoju verslu – tiek valstybėje, kurioje yra registruotas, tiek visoje Europos Sąjungoje. Mažos ir vidutinės įmonės (MVĮ) dažnai būna šeimos įmonės, taip pat bendruomenėms aktualūs nišiniai verslai.
Palaikau šią direktyvą, nes ja siekiama palengvinti mažoms ir vidutinėms įmonėms tenkančios pridėtinės vertės mokesčio (PVM) administravimo naštą bei suteikti mokesčio lengvatas, jei neviršijama tam tikra nustatyta metinė apyvarta. Pasiūlymai atvers galimybes MVĮ naudotis PVM mokesčio lengvatomis – paprastai atleidimu nuo PVM – ir kitose Europos Sąjungos šalyse – ne tik toje šalyje, kur įmonė yra registruota. Tai mažins konkurencijos disbalansą tarp skirtingose valstybėse narėse registruotų mažųjų įmonių. Pritariu Ekonomikos ir pinigų politikos komiteto siūlymui sukurti internetinį portalą, kuriame įmonės iš skirtingų valstybių narių praneštų apie ketinimą naudotis atleidimo nuo PVM galimybe. Tokiu būdu bendroji ES rinka nuosekliai judės link visiško nacionalinių sistemų suderinimo neapmokestinimo PVM srityje ir galimybės visoje Sąjungoje suderinti atleidimo nuo PVM ribas.
