The Holland Tunnel normally doesn't evoke images of wide-open
spaces, but that's exactly what drivers found Monday.

The tunnel's Manhattan-bound lanes opened for the first time in
more than a month, but only to passenger cars with at least two
occupants. As a result, officials said rush-hour traffic was about a
third of what it was before the Sept. 11 attack on the World …
