The six events of the "ISU Grand Prix of Figure Skating" are:

The "Grand Prix of Figure Skating Final" will be organized for the best Men, Ladies, Pairs and Dance couples in
The "Grand Prix of Figure Skating" consists of six existing international senior invitational events and the "Grand Prix of Figure Skating Final". All six events will be held with the approval and the assistance of the International Skating Union, under the responsibility of the Member Federations concerned and in accordance with the 2000 ISU Constitution and General Regulations, the ISU Special Regulations Figure Skating 2000, the ISU Special Regulations Ice Dancing 2000 and the relevant ISU Communications. The final event belongs to the ISU and will be organized by the Japan Skating Federation (JSF).
The six events and the "Grand Prix of Figure Skating Final" are only open to eligible persons according to Rule 102 who must be entered through their National Associations.
Skaters/couples entered for an event of the "Grand Prix for Figure Skating" may not participate in the same discipline of an event of the "Junior Grand Prix of Figure Skating" in the same season, except for Pairs. Only skaters, participating in different disciplines with the exception of the Pair category, may enter in both "Grand Prix - junior and senior" in the same year/skating season.
This regulation does not reflect any participation at the ISU Championships or any other international events not included in the "Junior Grand Prix of Figure Skating" or the "Grand Prix of Figure Skating".
A point system within the six events of the "Grand Prix of Figure Skating" has been established to qualify the skaters for the ”Grand Prix of Figure Skating Final”. Points will be obtained according to the results in each of the six events comprising the ”Grand Prix of Figure Skating”.
a) According to the results of the previous World Figure Skating Championships, the skater/couple ranking 1 - 6 in each of the 4 categories (Men, Ladies, Pairs, Ice Dancing) shall be seeded into three events (two events named for points). The 3rd event is optional to the skater for participation.
b) In case of retirement (or ineligibility) of any of the top 6 skaters/couples seeded, the next placed skater shall be seeded.
c) Such seeded skaters/couples must commit on their two assigned events (counting for points). Priority will be given to the home event, if possible.
d) The 3rd event in which the seeded skaters/couples are invited for participation will not count for points, but prize money will be awarded according to the placement.
e) Each ISU-Member concerned must announce by September 5th, 2000 latest which events will be the "scoring events" (two events) and which event has to be considered as the "non-scoring event". (see also paragraph 3.3)
a) Each organizer of the six events of the "Grand Prix of Figure Skating" may invite additional skaters/couples at their discretion. The maximum number of entries per event is set as follows:
Men, Ladies and Ice Dancing not more than 12 but not less than 10 entries Pairs not more than 10 but not less than 8 entries
b) No invited skaters/dance couples (except seated skaters/couples in accordance with para 2.1) may compete in more than two events of the ”Grand Prix of Figure Skating”. These events will count for points and prize money will be awarded according to the placement.
c) Pairs may compete in a third event, which will not count for points, but prize money will be awarded according to the placement. This additional third event must be declared as the ”non scoring event” by September 5th, 2000.
d) No skater/couple, seeded, invited or alternate, may skate only in the exhibition of an event without having participated in this event itself.
e) A maximum of three skaters/couples of the same ISU Member may compete in the same category of any individual event of the "Grand Prix of Figure Skating"
A point system based on the ranking of each individual event of the "Grand Prix of Figure Skating" is established:

The ISU Members must confirm the participation of their top seeded skaters/couples in the two events designated to the "ISU Management Commission" of the ”Grand Prix of Figure Skating" by a date set and communicated by the ISU Management Commission. If a seeded skater/couple does not participate in that event for which he/she/they is/are designated, there will be no substitute event.
The invitations will be forwarded through the host ISU Member of the "Grand Prix of Figure Skating" event concerned.
The invitations for participation for skaters/couples, besides the seeded ones, will be forwarded to the ISU Members concerned by the host country of the "Grand Prix of Figure Skating" event. The National Associations of these invited skaters/couples must confirm the participation simultaneously to the ISU Management Commission and the host ISU Member by September 5th, 2000 latest including the indication of which events are the scoring and which event is the non-scoring competition, in case of receiving three invitations for a skater/couple.
No single skater (Man or Lady) or Dance couple may compete in events of the "Grand Prix of Figure Skating" and "Junior Grand Prix of Figure Skating" in the same skating season. This restriction is not valid for Pairs.
ISU Communication No. 1023, regarding the ISU principles for entries for the "Grand Prix of Figure Skating" and Open International Competitions shall be applied.
Alternate skaters in each individual event must be approved by the ISU Management Commission of the "Grand Prix of Figure Skating". In general the deadline for alternates is set by October 1st, 2000, but for practical reasons each organizer of an event is requested to communicate directly with the Chair of the Management Commission regarding late alternates.
The two results as confirmed/announced are to be considered for the "Grand Prix of Figure Skating" ranking order. The points are added to a total to determine the ranking of the "Grand Prix of Figure Skating" on the basis of the highest amount of points first .
The ranking by points will be published immediately after the last event of the "Grand Prix of Figure Skating" (for 2000/2001 the "NHK Trophy"). Qualified for the "Grand Prix Final of Figure Skating" are
the top 6 ranking Men the top 6 ranking Ladies the top 6 ranking Pairs the top 6 ranking Dance Couples
If there is a tie by added points, the following criteria will be taken into consideration for tie-breaking:
a) the best place obtained in the two designated events will count for the better place/ranking;
If there is still a tie
b) the best place in a Free Program in the two designated events will count for the better place/ranking;
If there is still a tie
c) participation in two events will be considered better than having participated in only one event;
If there is still a tie
d) the total of the two Free Program places in the two designated events will count for the better place/ranking;
If there is still a tie
e) the best place in the Short Program/Original Dance obtained in the two designated events will count for the better place/ranking;
If there is still a tie
e) the total of the two places obtained in the Short Program/Original Dance in the two designated events will count for the better place/ranking.
If there is still a tie
g) the number of participants finishing the two individual events in which the tied skaters/couples have competed, will be added to a total. The higher number of participants will count for the better place/ranking.
If there is still a tie all skaters tied are qualified for the "ISU Grand Prix Final of Figure Skating".
All prize money in favor of the awarded skaters will be paid at the end of each individual event through the hosting ISU Members and through the ISU Members of the awarded skaters. The withholding tax, if any, will be deducted according to the respective law of the host country taking into account double tax treaties with the countries of the awarded skaters. The ISU is not responsible for any taxes, fees or other costs.
The Global Prize Money per individual event of the "Grand Prix of Figure Skating" will be
US$ 264,000.00
awarded to winners and placed skaters/couples as follows:

Prize money may be reduced or completely withheld if a skater/couple:
i) will not participate in the final exhibition gala of the Event concerned with at least one exhibition number (show dance or similar) plus an "encore" if so requested.
ii) do not attend the press conference after his/her/their event.
iii) do not take part in social events if asked by the ISU and/or the organizer.
The decision to reduce or withhold the prize money can only be made by the ISU Management Commission after consultation of the ISU Coordinator for the "Grand Prix of Figure Skating".
The point system will globally allocate
US$ 37,800.00
to the athletes who scored points in the individual events but did not qualify for the "Grand Prix of Figure Skating Final". Individual payment of this "point bonus" will be made after the "Grand Prix of Figure Skating Final" for the "Grand Prix of Figure Skating 2000/2001" to the National Associations concerned.
Points, valid for the "Point Bonus System", will only be calculated for those skaters, who did not received prize money within the individual event concerned.

Each Member Federation hosting an event of the "Grand Prix of Figure Skating" will propose to the Management Commission the names of Referees and Assistant Referees, who are selected for invitation by a date set and communicated by the ISU Management Commission. The co-ordination will be made by the Management Commission, and submitted to the ISU President at a date set and communicated by the ISU Management Commission for confirmation.
An individual Grand Prix of Figure Skating event must have at least one ISU Office Holder (Figure Skating or Ice Dancing Technical Committee) as a Referee and/or Assistant Referee but not more than two Office Holders serving per competition.
Each panel in each individual event of the "Grand Prix of Figure Skating" and the "Grand Prix of Figure Skating Final" will consist of at least seven Judges from seven different ISU Members and one Substitute Judge.
No Official (Referee, Assistant-Referee, Judge) may serve in more than two out of the six events of the "Grand Prix of Figure Skating". The "Grand Prix of Figure Skating Final" does not count for this limitation.
No official may serve in more than 2 categories within the same event of the "Grand Prix of Figure Skating".
Each organizer of an event of the "Grand Prix of Figure Skating" must inform the ISU Management Commission of the name and country of the Judges, entered for this event, by September 1st, 2000 latest respectively immediately after the entry deadline of the event concerned. All name changes of Judges must be forwarded to the ISU Management Commission as well.
Referees, Assistant Referees, Judges and Substitute Judges will receive an honorarium of US$ 300.00 in each individual "Grand Prix of Figure Skating" event and US$ 600.00 for the "Grand Prix of Figure Skating Final".

are invited to the "Grand Prix of Figure Skating Final" , which will take place in
Tokyo, Japan,
from February 16th to February 18th, 2001
A skater/couple will receive an extra bonus of
US$ 10,000.00
for participation in the "Grand Prix of Figure Skating Final", provided the skater/couple
a) completes all initial rounds of the final event including the exhibition;
b) takes part in all social events of the final event, if asked by the ISU and/or the host organizer.
Skaters/couples who are unable to finish their event in case of injury or illness but have completed at least one initial round in the final event may be granted the extra bonus as well, provided that a medical confirmation by the official doctor/Medical Advisor of the ISU can be presented.
The bonus in favour of the awarded skaters will be paid at the end of the Final through the hosting ISU Members and through the ISU members of the awarded skaters. The withholding tax, if any, will be deducted according to the respective law of the host country taking into account double tax treaties with the countries of the awarded skaters. The ISU is not responsible for any taxes, fees or other costs.
The ISU will make available the Global Prize Money of the "Grand Prix Final of Figure Skating" of
US$ 492,000.00
to the skaters through their National Associations. All prize money in favour of the awarded skaters will be paid at the end of the Final through the hosting ISU Members and through the ISU Members of the awarded skaters. The withholding tax, if any, will be deducted according to the respective law of the host country taking into account double tax treaties with the countries of the awarded skaters. The ISU is not responsible for any taxes, fees or other costs.

This means that any previous Free Dance, part or parts of a previous Free Dance or a fully new Free Dance may be skated provided it complies with the above. Music and composition must be in accordance with ISU Communications No. 1022, 1026 and 1042. Factors Original Dance 0,4 Free Dance 0,6 According to the ranking order, the second Free Dance (Free Dance B) will be skated in a "Head-to-Head" event as prescribed in the Appendices. Free Dance B Duration: 4 min. in accordance with ISU Special Regulations Ice Dancing 2000, Rule 510; Special Remarks: Free Dance "A" and "B" must be completely different programs.

The "Grand Prix of Figure Skating Final" 2000/2001 is composed of two different Rounds in each of the four disciplines as follows:
Round 1: The Short program is to be skated first. The Free Skating A, chosen by the skaters/couples, will be skated as the second part of Round 1. The two initial rounds will be calculated according to ISU Special Regulations Figure Skating, Rules 353 to 356. Round 2: Round 2 is a "Head-to-head" event. Each skater/couple will skate his/her/their "Free Skating B". The composition of the skaters in Round 2 (Head-to-head event) is as follows: The FINAL: place 5 versus place 6 place 3 versus place 4 The SUPER FINAL : place 1 versus place 2 Starting order The competitors will draw the starting-order immediately prior of the individual warm-up-period.
Round 1: The Original Dance is to be skated first. The Free Dance A (program of 1999/2000) will be skated as the second part of Round 1. The two initial rounds will be calculated according to ISU Special Regulations Ice Dancing, Rules 543 to 546. Round 2: Round 2 is a "Head-to-head" event. Each skater/couple will skate his/her/their "Free Dance B". The composition of the "Pairs" in the "Head-to-Head" competition is as follows: The FINAL: place 5 versus place 6 place 3 versus place 4 The SUPER FINAL : place 1 versus place 2 Starting order The competitors will draw the starting-order immediately prior of the individual warm-up-period.
In case of a tie after Round 1 ISU Regulations Rule 356, paragraph 4 and 546, paragraph 3, c will apply.
Invitations on behalf of the ISU to the qualified skaters/couples will be forwarded by the host Organizing Committee of the "Grand Prix of Figure Skating Final" to the National Associations concerned including all official forms.
If a skater/couple cannot participate due to injury
a) he/she/they must inform the Organizing Committee in writing through the respective ISU Member immediately so that the Organizing Committee can extend an invitation on behalf of the ISU to the next ranked skater/couple.
b) An injured skater may be called to the place of the "Grand Prix of Figure Skating Final", at the expense of the ISU, to be examined by the ISU Medical Advisor
The Referees and Assistant Referees for the "Grand Prix of Figure Skating Final" will be appointed by the ISU President. The ISU Management Commission may submit recommendations to the ISU President. The Referees must have the qualification "Referee for ISU Championships", the Assistant Referees should have the qualification for at least "ISU Referees for international competitions".
The panel of Judges will consist of at least seven Judges from seven different ISU Members and one Substitute Judge. All Judges must have the qualification ”Judges for ISU Championships”.
The composition of the panel of Judges in each category will be made according to the following procedure:
a) first priority will be given to the participating ISU Members in each category;
b) second priority, if necessary, will be given to the "Grand Prix of Figure Skating" Members;
c) third priority, if necessary, will be given to the ISU Members with skaters/couples not qualified for the "Grand Prix of Figure Skating Final" in the discipline concerned, starting from that skater/couple with the highest total amount of points (= first substitute).
The ISU must inform through the host Member of the "Grand Prix of Figure Skating Final" all ISU Members concerned about the number of Judges set or qualified. The selection of Judges will be made by the respective ISU Member.
No Judge may serve in more than two categories of the "Grand Prix of Figure Skating Final".
The first official practice is scheduled on Wednesday, February 14th, 2001 commencing at 12.00 hours.
The Judges' Meeting and the composition of the panel of Judges is scheduled on February 15th, 2001.
The Opening & Draws are scheduled on February 15th, 2001.
All events are scheduled between February 16th and 18th, 2001.
The organizing Member will pay travel expenses for air-fare at economy rates for all Competitors qualified for the "Grand Prix of Figure Skating Final”, for all Judges invited (see 7.7), the Referees and Assistant Referees from their domicile to Tokyo and return.
The organizing Member will pay board and lodging for all Competitors and Judges, Referees and Assistant Referees from Wednesday, February 14th, 2001 (incl. lunch) to Monday, February 19th, 2001 (incl. lunch). All overseas Competitors, Judges and Referees/Assistant Referees will be covered from their day of arrival until their day of departure according to their flight possibilities.
According to ISU Constitution and General Regulations 2000, Rule 119, the organizer and the ISU accepts no liability for injuries or damage sustained by Competitors or Officials.
A top seeded skater/couple who becomes ineligible will be replaced by the immediate following skater/couple based on the results of the previous World Figure Skating Championships.
A qualified skater/couple for the "Grand Prix of Figure Skating Final", unable to participate, will be replaced by the immediate following skater/couple based on the ranking order of points.
The first three alternate skaters/couples must stay on "stand-by" until three days (until February 12th, 2001 - noon (local Japan time)) before the Opening & Draws of the "Grand Prix of Figure Skating Final" as possible alternates. These alternate skaters/couples are responsible for their own necessary visa affairs or travel documents.
Any replacements do not influence at first the invitation of Judges respectively the composition of the panel of judges.
The ISU Management Commission of the "Grand Prix of Figure Skating" and the ISU decide upon any replacements.
In any case of injury or illness a medical certification, confirmed by the National Association and/or an ISU Medical Advisor has to be sent to the Chairman of the ISU Management Commission and the ISU Secretariat simultaneously.
Anti Doping tests will be conducted in each of the six events of the "ISU Grand Prix of Figure Skating" as well as in the “Grand Prix of Figure Skating Final”. The tests will be carried out on the best skater/couple of each category of the final result of each event and the Final. One skater from the remainder of the skaters shall be selected by random draw in Singles, Pair Skating and Ice Dance. In Pair Skating and Ice Dancing, either the man or the lady, but nor both, shall be tested and shall be selected by random draw. Anti Doping tests will be carried out according to ISU Regulations, Rule 139, and the current Anti Doping Rules as communicated by the relevant ISU Communication.
