            Sir

            History records no such a specta

cle as is now exhibited in the Southern States.  After a four

year’s war, which was inaugurated for the purpose of cut

ting loose from the Government established by their father

the Southern people have suddenly laid down their arms

and given unmistakable evidence of a determination to renew

good faith their former relation.   From the Potomac to the

Rio Grande, if a hostile foot tread the soil, it is that of an

enemy to civil society-the thief and marauder.  The voice of

every good man, within the clever state lately in rebellion

raised in behalf of peace and reunion under the Stars

and Stripes. . . .

. . . the necessity for military rule in

Georgia has passed and so soon as civil government is

established in the State the troops ought to be withdrawn. . . .
