Manual instructions: Create a competency framework Add a competency to the framework Add the competency to a course Create a learning plan for a user enrolled in the same course Add the competency to the learning plan Go to the course competencies page and click on the competency Select the user with the learning plan Verify you see that the learning plan is listed on the course competency page for the user.
