When you turn off Siri Suggestions, Spotlight searches only the contents of your Mac; it no longer searches the web. You can also turn off Location Services for Spotlight.

On your Mac, choose Apple menu > System Settings, then click Siri & Spotlight in the sidebar. (You may need to scroll down.)
Go to “Search results” on the right, and in the list, deselect the Siri Suggestions checkbox.

Turn off Location Services for Siri Suggestions
On your Mac, choose Apple menu > System Settings, click Privacy & Security in the sidebar, then click Location Services on the right. (You may need to scroll down.)
In the list on the right, click Details next to System Services, then turn off “Location-based suggestions.”
When you turn off Location Services on your Mac, your precise location won’t be sent to Apple. To deliver relevant suggestions, Apple may use the IP address of your internet connection to approximate your location by matching it to a geographic region. To learn more about how Apple protects your information and lets you choose what you share, click About Location Services & Privacy, or see the Apple Privacy website.
