Automatically use VoiceOver in the login window on Mac
Set an option to automatically use VoiceOver in the macOS login window.
Choose Apple menu > System Settings, then click Lock Screen in the sidebar. (You may need to scroll down.)
Click Accessibility Options, then turn on VoiceOver. You may need to enter an administrator name and password.
Click Done.
To turn on VoiceOver in the login window manually, press Command-F5. If your Mac or Magic Keyboard has Touch ID, you can press and hold the Command key, then quickly press Touch ID three times.
