They find that these are isolated and even persecuted by anonymous troublemakers the two fight off, locals have fallen on hard times - and someone is promoting the "New Dawn", a corruption of the New Order. While its fighters attack Valiant for inquiring about them, Rowanne starts to wonder whether the New Dawn Carl respects might help him since he seems desperate. Then the two learn that Lord Maldon, alive but disfigured after the explosion, is assisting the movement which encourages fear of those new to the land, such as the industrious resourceful ones whose success the locals envy, and it is headed by none other than Mordred.
