What does this PR do?

Adds poppler-utils as a dependency to package bbb-exports-annotations.

Closes Issue(s)

Closes # #19703

Motivation

In most systems after installing BBB, the dependency is already present. However, in bbb-docker this seems to not be the case: #19703 (comment)

I do not see negative consequences, trying to assist for closing #19703
