Shelter Partner
Animal control and cruelty laws are enforced by the officers of the Office of Animal Welfare Delaware Animal Services (DAS). Stray, homeless or abused animals that are picked up or rescued by animal welfare officers are then entrusted to the care of our shelter partner. The state contracts with the Brandywine Valley SPCA, a non-profit animal welfare organization, to provide this service statewide.
Shelter Facilities
Stray animals are held within the county in which they are found so that pet owners can more easily find lost pets. Stray animals are held for a minimum of three days. Animals that are not recovered, or animals that are the victims of animal cruelty, will be placed into the rehabilitation or adoption programs, or transferred to one of their Delaware-based shelter or rescue partners for foster or adoption, serving as a statewide network for animals.

About the Brandywine Valley SPCA:
Founded in 1929, the Brandywine Valley SPCA exists to end animal suffering and to involve the entire community in the welfare and well-being of animals. Its mission is to put the “human” back in humane animal treatment and advocate on their behalf. The vision is to be the recognized leader in animal welfare that empowers communities to treat life with respect and dignity.
Servicing Chester County, PA since its founding, BVSPCA expanded into Delaware in 2016 after contracting with Delaware Office of Animal Welfare to provide sheltering services for the state. Today, BVSPCA operates three full service shelters, one in each county, to serve Delaware residents.
