Estonia is the European country with the largest dependency on coal. In 2023, the country sourced nearly half of its primary energy consumption from coal. By comparison, the region's largest economy, Germany, had a coal share of 16 percent in primary energy consumption.

The source adds the following information: "Primary energy consumption is measured in terawatt-hours (TWh). Here an inefficiency factor (the 'substitution' method) has been applied for fossil fuels, meaning the shares by each energy source give a better approximation of final energy consumption."
