More than nine million people in Russia did not have a right to be elected, according to estimates from 2021. The largest group of disenfranchised persons was comprised of those with a second citizenship or a foreign residence permit, amounting to roughly six million. Furthermore, nearly 1.7 million were convicted for committing serious crimes over the past decade, which prevented them from getting elected in the country.

The source specified the following information: "This figure does not include those people who may be deprived of voting rights after the adoption of a new law banning persons involved in the activities of organizations recognized as extremist or terrorist, and the recognition as such Alexei Navalny supporters' structures. The number of such persons is still impossible to predict."
