A: I can answer your question as I used to watch a lot of Bollywood films (before I grew up and realised they were mostly artless). The two songs Ethan sampled are "Pardesi Pardesi" from the film Raja Hindustani (1996) and "Churake Dil Mera" from the film Main Khiladi Tu Anari (1994 or 1995, I can't remember exactly. This film is also the Bollywood remake of The Hard Way. The lyrics used are mostly from the chorus of each song. A: The first theme, da da da daa de, da da da da daa, dada - in the horns - is Tchaikovsky's, but taken from Russian church music. As familiar to them as Yankee Doodle to us, it has words meaning "O God, save Thy people". This is V's leitmotif, playing again [in soundtrack, but not in the story, ie, the characters are not hearing it] when his DVD speech comes on. He knows it, because he uses it; but so does the soundtrack, as a kind of greek chorus telling us about him. Why does it matter? It's a clue about Who He Is, the riddle of the film. That he is a man playing God, as men do, is obvious; whether this is madness, irony, blasphemy, or exposition is the riddle. IMHO, this also turns on what you make of the appearance of the dead in the last scene. Also, the piece is written for cannons and huge bells - the bell clangs from the blast just where it would be rung in the piece - it all fits.
