Powers/Abilities: None. He had vast knowledge about the pharmacy industry and used it for his plan to get rich with drugs.

History:
(Marvel Comics Presents I#36/3 (fb) - BTS) - Dr. Bartley was working for a pharmaceutical lab as researcher. One day he started to use the lab at night to produce street drugs and his bosses never noticed. Homeless people were drugged by his men and used as slave workers, but the police were after him; the real troubles started for him after an undercover agent infiltrated his lab .

(Marvel Comics Presents I#36/3) - Bartley watched his drugged slaves working for him in the pharmaceutical lab. He just had been informed by his henchmen that the homeless woman they had killed was an undercover cop. Bartley realized that this was the end of the drug lab. Bartley told his men to close the place, get rid of the drugged workers, and run before they were caught. Hellcat listened to the conversation and broke through the window to attack the bad guys. Bartley took the facility's microphone while Hellcat fought his henchmen and threatened to send the drugged workers into the boiling vats if she didn't surrender. Hellcat quit fighting and was tied up by Bartley's henchmen. He planned to kill her with an overdose, but Hellcat started a fire with matches she had found. The sprinklers surprised Bartley, and Hellcat was able to flee and bring the homeless people to safety. The police arrived and Bartley and his henchmen were arrested.
