Main discussions and results
At its meeting in Kochi, 8-19 December 2014, ITU-T SG5 approved the following technical specifications and reports developed by the Focus Group on Smart Sustainable Cities (FG-SSC):
ITU-T SG5 agreed to the creation of a new Question 20/5 "Smart Sustainable Cities and Communities", to the revision of Question 12/5 (Guides and terminology on environment and climate change) and to the deletion of Question 1/5 (Copper cables, networks and fibre-optic connection hardware for broadband access).

A new ITU mobile application provides a guide to electromagnetic fields (EMF) which have raised public health concerns as a country’s mobile network infrastructure expands. ITU standards are designed to ensure the responsible consideration of human exposure to EMF. The mobile app, ‘EMF Guide’, was officially launched during ITU-T Study Group 5 at an ‘ITU Forum on Human Exposure to Electromagnetic Fields’ in Kochi, India, on 15 December 2014, organized in collaboration with the Ministry of Communications and Information Technology, Government of India.
The new app (http://emfguide.itu.int), especially developed by experts working in
ITU-T Study Group 5 for smart phones, tablets and desktops, provides information on EMF in a language accessible to all citizens. It offers an introduction to EMF and their relationship with health, as well as the various internationally agreed guidelines and standards designed to ensure safety in the use of mobile phones and other wireless technologies.
Information on the “Green ICT Standards Landscape” was presented, as contained in
TD876. The “Green ICT Standards Landscape” aims at providing a comprehensive and up-to-date picture of ongoing worldwide standardization activities related to energy efficiency and environmental sustainability of ICT devices and infrastructures.

ITU-T K.106 (ex K.mhn) "Techniques to mitigate interference between radio devices and cable or equipment connected to wired broadband networks and cable television networks” aims to introduce the relevant EMC requirements applicable to wired home network devices, and feasible solutions to resolve EMC problems caused by the use of radio devices in proximity to other wired network equipment. ITU-T K.74 “Electromagnetic compatibility, resistibility and safety requirements for home network devices” was revised to require immunity to impulsive and broadband transmission signals. (TD739)

ITU-T L.1330 (ex L.MandM_network) “Energy efficiency measurement and metrics for telecommunication network” reports a set of metrics for the assessment of energy efficiency of TLC mobile networks, together with proper measurement methods. Such metrics are of extremely high importance for Operators. Operators through the metrics reported in this Recommendation, a better comprehension can have a vision of networks energy efficiency, not only for “total” networks, but also for “partial” networks, definable through either geographic or demographic boundaries. ITU-T L.1301 (ex L.DC_minimum_set) “Minimum data set and communication interface requirements for data center energy management” specifies the communication interface and defines the parameters to be communicated depending on the equipment used in data centres, such as power system (alternating current, (AC)/direct current (DC) and uninterruptible power supply (UPS), energy distribution), cooling system and information and communication technology (ICT) equipment. ITU-T L.1321 (ex L.model EE ICT) Reference operational model and interface for improving energy efficiency of ICT network hosts” describes a reference operational model and interface for improving energy efficiency of ICT network hosts. The operational model and interface specify network proxy operation to support IPv4 ARP and DHCP in order to promote the deployment of network proxy. (TD861).
Efficient power feeding solution

ITU-T L.1202 (ex L.performance) “Methodologies for evaluating the performance of up to 400VDC power feeding system and its environmental impact” establishes a frame for assessing performances of up to 400VDC power feeding systems and savings compared to other power feeding systems such as -48VDC power system and AC UPS commonly used in ICT sites. This Recommendation deals with performances such as efficiency, reliability/availability, and environmental impact. (TD812).

ITU-T L.1440 (ex L.methodology_ICT in cities) “Methodology for environmental impact assessment of information and communication technologies at city level” gives general guidance for city level environmental assessments related to ICT, and provides a description of methodologies to be used for the assessment of the environmental impact of ICT in cities. The document provides specific guidance in setting the city boundaries, preparing and performing the assessment of ICT related GHG emissions and energy consumption at city level. (TD931).

Joint Coordination Activity on ICT & Climate Change (JCA ICT&CC)
The sixteenth Meeting of the JCA ICT&CC was held on 9 December 2014 under the Chairmanship of Ahmed Zeddam and Dave Faulkner. The meeting focused on “Cooperation with SDOs and other organizations” in the area of ICT and Climate Change.

Focus Group on Smart Sustainable Cities (FG-SSC)
A meeting of Working Group 3 of the FG-SSC was held on 11 December 2014. The objective of this meeting was to advance work on key performance indicators for smart sustainable cities.

TD782. It was agreed not to extend the lifetime of the focus group for an additional year.

here. The next meeting of the FG-SSC will take place in Reading, United Kingdom on 4-6 March 2015, preceded by a Forum on "Smart sustainable cities: a rising priority for decision-makers" to be held on 3 March 2015.
Focus Group on Smart Water Management (FG-SWM)

TD783. It was agreed not to extend the lifetime of the focus group for an additional year.

Ninth ITU Symposium on ICTs, the Environment and Climate Change
ITU together with the Ministry of Communications and Information Technology, Law and Justice of India held a “Symposium on ICTs, the Environment and Climate Change” on 15 December 2014 to move forward the agenda on using ICTs to monitor climate change, mitigate and adapt to its effects and, in this light, identify future requirements for ITU's related work – including standardization of ICT equipment and networks as well as development activities.

ITU Forum on “Human Exposure to Electromagnetic Fields in India"
ITU together with the Ministry of Communications and Information Technology, Law and Justice of India held a forum on “Human Exposure to Electromagnetic Fields in India" on 15 December 2014. The objectives of this forum were to respond to WTSA-12 Resolution 72 "Measurement concerns related to human exposure to electromagnetic fields", to provide an overview of EMF issues to policy makers and other stakeholders with a special focus on India and to identify a few actions for consideration of Working Party 2 of the ITU-T Study Group 5.
