Restructuring Globalisation Through Cross-Country Collaboration

This study focuses on how Science and Technology Parks and Areas of Innovation (STP/AOI) can attract SMEs to solve international challenges through cross-country collaboration. In doing so, 11 STPs/AOIs from nine European countries designed the Urban Tech project, aiming to develop solutions for the urban environment, focusing on Health Tech, Greentech and Smart Cities. In Urban Tech’s four phases, exploration, ideation, implementation, commercialisation, the most promising SMEs are stepwise awarded to develop international businesses. This paper reports the first two phases. In cross-country collaboration between the STPs/AOIs, methods for collecting challenges, open call and hackathons were developed. Over 300 challenges from 12 countries were collected and SMEs from 36 countries generated 559 solutions for 35 business-sectors. At eight international hackathons, 228 demonstration solutions were developed. Of these, 80 SMEs (37 cross-border SMEs) were awarded for the following phases, implementation and commercialisation. For inspiration, in-depth details of the process are provided.

A world economy is closer than ever but continues to face challenges in the forms of protectionist policies, political and social tensions, and regulation. As the world progressively moves towards a virtual space, brick-and-mortar science parks, which are built to foster collaboration and innovation, are becoming increasingly disadvantaged.

These physical spaces work to provide businesses with access to local talent and shared local laboratories, which inherently inhibit globalisation. In order to move beyond borders to a global economy, we need to find ways to alleviate the restrictions of borders without physically removing them.

A virtual science park can provide a borderless innovation ecosystem to house data on talent (in the form of companies, researchers, and students), lab assets, and challenges faced by industry around the world.

This report delves into the vital realm of Innovation Ecosystems (IE) within the context of the water and power sector in Iran, employing a Complex Adaptive Systems (CAS) perspective. In an era where innovation plays a pivotal role in socio-economic growth, this study addresses the need to go beyond descriptive propositions and embrace practical implications.

By viewing IE as a CAS, we confront specific challenges linked to intervention strategies, starting points, and frameworks. The CAS approach calls for an adaptable and ever-evolving perspective that is responsive to the dynamic nature of innovation ecosystems. As CAS lacks fixed points for imposing values and norms, it highlights the significance of new normative systems.

In this landscape, Science and Technology Parks (STPs) emerge as potential orchestrators, provided they acknowledge complexity and uncertainty and enhance interactions within the ecosystem. This report not only offers a new lens for IE policy-making but also underscores the evolving role of STPs in nurturing innovation within complex systems.

The journey from lab to market in the foodtech industry is challenging and requires overcoming obstacles such as product development, regulatory processes, and securing funding. Science and Technology Parks play a critical role in supporting foodtech startups on this journey by providing a range of support services, resources, and programs. TÜBİTAK Marmara Technopark, established in Turkey, is one example of an STP that provides an environment for startups to develop and commercialize their technology-based products and services. Its Food Incubation Center is focused on providing support services specifically for the foodtech industry. These services include pilot processing lines, laboratory space and access to specialized equipment, mentorship and business development support, funding and investment opportunities, and specialized support for foodtech startups.

We present in this paper seven megatrends that are not in innovation ecosystems but around these ecosystems. The megatrends lead to huge pressure on the world and especially food production. If these trends are not dealt with in an effective way, we think that the world faces a risk of collapse in 50-100 years. This calls for defining a mission and we suggest this definition: "Preventing the possible world collapse due to the combination of the seven megatrends". The good news is that there are ongoing impressive activities in technology development related to food production, not least agriculture. Innovation systems and science parks play an important role in the transformative process needed.

The Fourth Industrial revolution has been blurring the lines between the physical and digital spheres. Science and technology parks (STPs) cannot limit themselves to offering physical infrastructures, distinctive experimental facilities and services. It is now the time for a digital component, called the “Digital Multi-Science Park” to become the second pillar of the STPs and to improve and develop the services of the traditional STPs by providing an online one stop shop for all innovations services in the region, including access to technological technical assistance and prototyping and access to investors or market opportunities. Ensuring the sustainability and impact of STPs, the Digital Multi-Science Park will significantly accelerate the development of their physical infrastructures, support international collaboration and visibility of STPs, increase the number of investors, corporates and new residents taking part to it and improve their return on investment.

With two sample cases, this article illustrates an application-scenario-driven incubation model which is a practical way of helping energy transition of legacy industry from the angel of innovation ecology.

The article starts from the energy transition challenges that legacy industries are facing and pointed out that Science and Technology Parks (STPs) and accelerators could be an effective way of solving the problem. Apart from the STPs and accelerators, large enterprise could also support the development of new products, services and solutions with its intensive resources.

An application-scenario-driven incubation model which integrates the advantages of STPs, accelerators and large enterprises, are proved an effective way of driving the growth of the industry. SPIC Future Accelerator and Digital-Dual Decarbonization Accelerators are two typical cases which indicate that releasing application scenarios to startups can provide valuable benefits for both big companies and small businesses and the industrial transformation and upgrading.

Technology Park as Park – Trees and Bees

Did you know that when you cut down a mature tree, you need to plant 3,068 seven-year-old trees to cover its carbon footprint? Did you know that three out of four food crops across the globe depend, at least in part, on pollinators[1]? What value do trees and bees have in technology parks? Trees provide shade, a variety of aromas and a feast for the eyes; and economic benefits – saving on heating and cooling and enhancing staff productivity. We work with trees and bees in our park. We started by rescuing mature trees and setting up two bee colonies, and are currently planning to develop three sites with 2-3 bee colonies each, as well as an educational trail for children. Our goal is to maximize the capacity of the trees and nature in our technology park to combat climate change, all based on the latest scientific findings and modern technologies.

The Association of Science and Technology Parks of Spain (APTE) launched in February 2022 a programme called APTENISA co-financed by ENISA (Empresa Nacional de Innovación S.A.) whose objective was to facilitate the creation of new technology-based companies and reduce the obstacles they face during their growth, thus supporting the development of a size that makes them more competitive.

APTenisa has promoted the conception of 100 new business projects and the acceleration of 32 new nascent technology-based companies in the last 12 months.  This has set a common methodology which has been implemented in 10 science and technology parks in 8 different Spanish regions.

In 2022, there were around 60 Technology Parks (TP) in Brazil. This Innovation Ecosystem is considered one of the most conducive environments for interaction between the agents of the fifth helix. However, managing a TP is complex, including the need for external subsidies until its maturity. For a TP to succeed, management must consider critical success factors (CSF) cited in the literature and the challenges of a post-pandemic world. Based on these propositions, the study proposes two research questions: How do heads of a TP adjust their strategies to grow towards maturity and financial sustainability? What is the future FCS forecast for TP? To answer the guiding questions, the case study methodology will use document analysis and narrative interview techniques, with which it will expect to obtain relevant data that can contribute to the management practices of TP.

In this report, I would demonstrate one of the most data-driven fintech companies in China throughout last decade --- CredEx (Feidai) . I shall briefly illustrate its key business drivers, organizational chart, the evolution of the data protection policies, the capability of the current value stream, and at the end, the takeaways from my observation, including its "Credit Factory" model and transition to an offline-to-online (O2O) model. It also discusses the importance of data governance, particularly in the context of China's data protection laws. The suggested data governance framework and organizational chart outline the necessary structures and processes for effective data management. The report concludes with insights on the significance of data management, the competitive advantage of leveraging data, the need for harmonized data governance, compliance with data protection laws, and the importance of flexibility and adaptability in a data-centric company.
