Hotfix (2022-11-30): Fixed an issue where Starlord could not reach 3 stacks.
Patch 10.0.0 (2022-10-25): Now a row 8 Balance talent (was a level 40 Balance talent).
Patch 9.0.1 (2020-10-13): Now grants you 4% Haste for 15 seconds (was 3% Haste for 20 seconds). Now available at level 40 (was 15).
Patch 8.0.1 (2018-07-17): Redesigned. Starsurge and Starfall now grant 3% Haste for 20 seconds.
Old: Lunar and Solar Empowerments also reduce the cast time of their affected spells by 20%.
