Joseph S. Blatter was elected FIFA President on 8 June 1998, having already served world football’s governing body for 23 years across a number of roles. He joined FIFA as Director of Technical Programmes in 1975, before becoming General Secretary and subsequently CEO. He was re-elected as head of FIFA firstly in 2002, before further successful re-elections in 2007 and 2011. During his time as the head of world football, FIFA President Blatter has expanded FIFA’s competition portfolio, developing the FIFA Club World Cup as well as introducing world championships for Beach Soccer and Futsal. He has also overseen the expansion of FIFA to 209 Member Associations.
Bringing together every member association of FIFA, with each getting one vote, a Congress may be an Ordinary or an Extraordinary Congress. The Congress rules on modifications to the Statutes, addresses propositions from Executive Committee members and elects the FIFA President.
With 209 associations affiliated to FIFA today, world football's governing body has been dubbed the "United Nations of Football ". Between 1975 and 2002 alone, more than 60 associations were accepted as members. FIFA supports the associations financially and logistically through various programmes and grants them a number of attractive rights and privileges. But they also have obligations. The role of the International Football Association Board (IFAB) is to discuss and decide upon proposed alterations to the Laws of the Game. FIFA and the UK-based associations (English, Scottish, Welsh and Northern Irish FAs) can propose matters to be discussed and ratified at the Annual General Meeting (AGM), which usually takes place in February or March.
