Clean Air on Patios in the Capital Region

The public consultation process for the proposed amendment to the Clean Air Bylaw No. 1 (1996) concluded on April 27, 2007.
Three public hearings were held in Sidney, Victoria and Colwood and were attended by 52 people with 20 presentations. Submissions were also received through an on-line survey and by fax, mail and email.
A total of 687 responses were received with 79% in favour, 20% opposed and 1% unclear. One hundred and eighty-one (181) or 26% of survey respondents suggested that the amendment go further by prohibiting smoking in all outdoor public spaces where people congregate.
The results of the public consultation, together with a staff report, were reviewed by the Capital Regional District Board of Directors at its May 9, 2007 meeting. The Board voted in favour of the amendment which is scheduled to take effect July 1, 2007.
