Rakuyo Hadoken (落陽波動拳,"Darkening/Declining Yang Wave Motion Fist") is one of Evil Ryu's new special moves introduced in OMEGA Mode for Ultra Street Fighter IV.

Evil Ryu launching his Hadoken upwards.
The Hadoken after it rotates and falls to the ground.
Executed by performing a "Reverse Shoryuken Motion" (back, down, and down-back) and pressing punch, Evil Ryu will launch a Hadoken right above him, which then rotates mid-flight and falls to the ground in front of him. The angle of the Hadoken after it rotates is determined by the punch button used. The EX version auto-targets the opponent.

Like the Zanku Hadoken, it can fly right over other projectiles, but Evil Ryu remains on the ground, allowing him to block or evade if it misses. It can also be used as an anti-air due to its initial upward motion.
