In 2022, over 1.3 million users of the national health system in Portugal did not have a general practitioner (GP). This situation was particularly dramatic in the region of Lisboa e Vale do Tejo, since 946,590 patients, or 25 percent of the total number of active registered users, did not have a GP. As of 2024, the number of users without a family doctor increased to more than 1.6 million.

The source adds that the data presented on the number of users without a family doctor does not reflect the entire universe of primary healthcare users, but only includes users enrolled in family health units (USFs) and personalized healthcare units (UCSPs).
