TO THE EDITOR OF THE NEW YORK TIMES: THE NEW YORK TIMES editorial on the President's message is very much to the point, especially in its criticism of Mr. Truman's labor program. There is little doubt that these recommendations, as a whole, fail to furnish a comprehensive answer to the industrial relations issue, so important an aspect of our confused national scene.
