Wales' Dafydd Jones will miss the first two Six Nations games this season after being banned for three weeks.
Jones was found guilty by a Welsh Rugby Union Disciplinary Sub-Committee of stamping on Ulster lock Matt McCullough in last Friday's Celtic League match.
The 26-year-old, who was sent off for the offence at Ravenhill, was set to be on the Wales bench for Saturday's Six Nations opener against England.
But flanker Jones will now be suspended until Tuesday, 20 February.
He joins centre Gavin Henson and lock Ian Evans in being suspended for the matches against England and Scotland eight days later.
The WRU's disciplinary panel reduced Jones' ban by a week because of the "player's remorse for his actions".
After viewing video evidence, the panel judged that Jones' foot had not stamped on McCullough's head but had made contact with the player's upper arm and body.
But the Scarlets were adamant Jones' actions did not warrant a red card.
"It was very harsh on Dafydd," Scarlets coach Nigel Davies told BBC Sport Wales.
"Ulster tried to take our driving maul down and when McCullough dropped to the floor a few of our players went over the top of him.
"It was never a sending off and we will pursue it through the proper channels.
"We were crucified on the penalty count all night and some of the referee's interpretations were bizarre to say the least."
Scarlets director of rugby Gareth Jenkins was also left seething and said he would meet Wales' referee chief Robert Yemen to complain about Allan's display.
"There was no doubt there was a rucking that was seen as a stamping, but you've got a man dumping the maul and he's on the wrong side," said Jenkins.
"Dafydd reacted without having any major intent, there's no way he should be red-carded for it.
"There was a complete lack of refereeing ability on that field."
