State and County flags at New Castle County government facilities are flying at half-staff on July 19 and 20 to mark the passing of former Delaware Representative Katharine Jester. Representative Jester served the residents of the Middletown area and was elected to the House of Representatives in 1980. She was the Chair of the House Education Committee during the 132nd General Assembly and served in the General Assembly until 1990.
