Verin was leader of his species, a species whose planet had been contaminated by the consequences of the information shared in an Earth probe called Friendship 1. That information caused the civilization to develop antimatter power generation. The explosion of an antimatter plant caused radiation sickness and a nuclear winter. When the USS Voyager attempted to recover the probe, Verin took the away team hostage. He demanded that his people be relocated to another planet. When Janeway suggested an alternate plan, he killed Lt. Carey. As he prepared to fire a missile at Voyager he was deposed as leader by Otrin, who accepted Voyager's plan. (VOY: "Friendship One")
Verin was played by actor Ken Land.
Based on a production note from the final draft of the script for "Friendship One", this character was originally named "Uxal." At some point the name "Uxal" was picked up by the writers' of the Star Trek Star Charts, and adopted for their reference book as the name of Verin's homeworld, and in turn, named the native species the "Uxali".
