Tarkington was the warden of Fort Cheer, a maximum security federal prison in Nebraska. When the talking head of the Hulk suddenly appeared in his office, demanding that his prisoner Susan Jacobson be released within five minutes, lest Fort Cheer would be attacked and wrecked, and Jacobson fred anyway, a frightened Tarkington contacted Secretary Oliveris, responsible for Jacobson's conviction, but Oliveris did not authorize the release. Tarkington changed Jacobson's cell to make the rescue more difficult. Minutes later, Hulk and his ally Ulysses burst into the prison, with air support, and Tarkington was immediately informed of the problems.[43] Tarkington notified Oliveris, who ordered him to eliminate Hulk, something that Tarkington considered unfeasible. Although S.H.I.E.L.D. joined the defense of Fort Cheer, the Hulk reached the prison's central command and took Tarkington hostage. S.H.I.E.L.D. director Nick Fury threatened to kill the Hulk, the Hulk in turn retorted that if he died, he would unconsciously crush Tarkington's head as he expired, and then Hulk bluffed by saying that he was going to release tactical warheads in prison. Neither Fury nor Hulk allowed Tarkington any say during this negotiation. Fury had Hulk take Jacobson away, and then made Oliveris not complain.[44]

One day the head of the "Cattlemen's Protection League" attempted to extort protection money from Tex's father. His father refused and the head of the League rode off, threatening the man. Soon after, Tex joined the Army during the American Civil War. While away at war, Tex received a letter saying that his father had been killed and that he had sold the ranch to the League before his demise. Tex returned to find that the head of the League had rigged an election and became Sheriff, afterwards forcing Tex's father to sign the ranch over to him, and then had him killed. Tex investigated matters and discovered that the town mayor was responsible for everything. The mayor was interested in the gold deposits on the ranch of Tex's father. Tex killed the mayor, and then vowed to spend his life crusading against the lawless.[52]

Tector[66] was one of the two members of the Glitch Brothers, a pair of criminal experts in surveillance technology dressed in matching shirts. Tector was overweight and always sitting, apparently being to be very proficient operating keyboard-based interfaces.[66] He was never heard saying anything coherent, only interjections like "mprh" or "huh", while his partner Lyle, who was in charge,[66][66] rewarded him with chocolate.[66]

The Glitch Brothers were hired by President Bushman of Burunda[66] to get as much information as possible on Bushman's enemy the Moon Knight;[66][67] Bushman claimed that this information was "vital to my nation's security",[66] thus the Glitch Brothers operated from a room within the Embassy of Burunda in New York City.[66][67] The Glitch Brothers provided the information, allowing Bushman to start an operation against the Knight.[66] The Moon Knight answered by approaching the Embassy, being detected by the Glitch Brothers. Bushman ordered the Glitch Brothers to keep him away, and send a messenger with instructions for him. The Glitch Brothers complied, but the Moon Knight managed to sneak into the Embassy. When Lyle noticed that the Moon Knight was literally on the other side of the door, he decided to leave the Embassy with Hector.[66]

The Young Allies discovered the Head's plan and went to Australia to warn Thornton; but while they were explaining, Thornton was summoned to Outpost Five to attend agonizing Colonel Hanley - this was however a ruse by the Head, who had already killed Hanley.[113] Although the Young Allies followed Thornton, they failed to save his life[113][114] and Thornton was beheaded by the Head's headhunter minions. However, the Head dropped Thornton's head while escaping to keep his enemies away, and took only Hanley's head for his purposes. The Young Allies followed the Head and eventually killed him.[113]

When the Head drops one of his victims' head to escape, the narrator says Colonel Hayes's head was dropped; but in the following pages, the Head explains he had to drop General Thornton's head and kept Colonel Hayes'.
