When the talking head of the Hulk suddenly appeared in his office, demanding that his prisoner Susan Jacobson be released within five minutes, lest Fort Cheer would be attacked and wrecked, and Jacobson fred anyway, a frightened Tarkington contacted Secretary Oliveris, responsible for Jacobson's conviction, but Oliveris did not authorize the release. Tarkington changed Jacobson's cell to make the rescue more difficult. Minutes later, Hulk and his ally Ulysses burst into the prison, with air support, and Tarkington was immediately informed of the problems.[43] Tarkington notified Oliveris, who ordered him to eliminate Hulk, something that Tarkington considered unfeasible. Although S.H.I.E.L.D. joined the defense of Fort Cheer, the Hulk reached the prison's central command and took Tarkington hostage. S.H.I.E.L.D. director Nick Fury threatened to kill the Hulk, the Hulk in turn retorted that if he died, he would unconsciously crush Tarkington's head as he expired, and then Hulk bluffed by saying that he was going to release tactical warheads in prison. Neither Fury nor Hulk allowed Tarkington any say during this negotiation. Fury had Hulk take Jacobson away, and then made Oliveris not complain.[44] Tarkington's appearance, as depicted by artist Gary Frank, is a portrait of British actor Rowan Atkinson. |

Bushman ordered the Glitch Brothers to keep him away, and send a messenger with instructions for him. The Glitch Brothers complied, but the Moon Knight managed to sneak into the Embassy.
