The obscure "New York Times' effect" can be interpreted in many ways.

A rather straightforward explanation is the one from Songfacts:
"Robert Stigwood, who produced Saturday Night Fever, is the one who asked The Bee Gees to write music for the film. Stigwood got the idea for the film from a New York Magazine article about the Brooklyn club scene." (http://www.songfacts.com/detail.php?id=2626)
Somehow "New York Magazine" became "New York Times" for the final lyrics, either by error or because it fit the rhythm better.
So the "New York Times' effect" would be "the changes to social life when clubbing became mainstream".

Other people interpret it as "New York time's effect", i.e. the changes one undergoes from living in the big city. A "New York minute" is a very short timespan, alluding to the hectic pace at which the city runs.
