12 annos natus Stoica tirocinium ferroviariarum opificis coepit et e patria in urbem Bucarestam venit. Ibi anno 1931 ad Factionem Communisticam Dacoromanicam accessit et operistitium fabricae ferroviariae rexit. Quadecausa anno 1934 ad carcerem quindecim annorum damnatus est.

Postquam Communistae Romaniae anno 1946/1947 rerum potiti sunt, Stoica celeriter provectus est: Annis 1945 - 1975 inter regentes factionis Communisticae, a die 21 Octobris 1955 ad usque 21 Martii 1961 primus minister Romaniae fuit. A 24 Martii 1965 ad usque 9 Decembris 1967 praeses consilii rei publicae atque caput Romaniae erat.
