Over 26 percent of business enterprises employing at least 10 persons in Montenegro had a high or very high level of digital intensity, meaning that they used at least seven of the twelve digital technologies considered in the study in 2023. That was the highest figure in Central and Eastern Europe (CEE) and above the European Union (EU) average of 25.2 percent. The lowest performance in the CEE region was recorded in Romania, where approximately 91 percent of companies were found to have a low or very low digital intensity level.

The figures refer to enterprises with 10 and more employees. The level is based on how many of the 12 digital variablesof an enterprise (0-3: very low, 4-6: low, 7-9: high, 10-12: very high).
