As of 2023, the Netherlands was the European country with the highest share of the population, nearly 83 percent, with basic or above basic digital skills. Furthermore, Montenegro had the highest share of individuals with basic overall digital skills. On the other hand, nearly 10 percent of Romanians had no overall digital skills.
