Legislation

The general animal health requirements governing movement within the Union and entry into the Union of semen, oocytes and embryos of the equine animals are laid down in Regulation (EU) 2016/429.

Commission Delegated Regulation (EU) 2020/686 and Commission Implementing Regulation (EU) 2020/999 supplement animal health requirements for movement within the Union of semen, oocytes and embryos of the equine animals laid down in Regulation (EU) 2016/429.

Commission Delegated Regulation (EU) 2020/692 supplements animal health requirements for entry into the Union of semen, oocytes and embryos of the equine animals laid down in Regulation (EU) 2016/429.

Commission Implementing Regulation (EU) 2021/403 provides for model animal health certificates for semen, oocytes and embryos of equine animals intended for the movement within the Union and entry into the Union.

Those Regulations harmonise:

  • The requirements for registration and approval of germinal product establishments
  • The requirements for traceability of germinal products
  • The animal health requirements for donor animals
  • The animal health requirements for germinal products
  • The certification and notification requirements

Movement to other Member States

Semen collection centres, embryo collection and production teams, germinal product processing establishments and germinal product storage centres in Member States, other EEA countries and other countries with special agreements

The list of these establishments are published in the TRACES system.

Model animal health certificates for movements to other Member States of semen, oocytes and embryos of equine animals are laid down in Annex I to Commission Implementing Regulation (EU) 2021/403.

Entry into the Union

Authorised third countries, territories or zones thereof: Annex XII to Commission Implementing Regulation (EU) 2021/404 lays down the list of third countries, territories or zones thereof from which Member States authorise the entry into the Union of consignments of semen, oocytes and embryos of equine animals.

Semen collection centres, embryo collection and production teams, germinal product processing establishments and germinal product storage centres in third countries, territories or zones thereof: In accordance with Article 233(2) of Regulation (EU) 2016/429 the European Commission collects lists of semen collection centres, embryo collection and production teams, germinal product processing establishments and germinal product storage centres that the competent authority of the third country or territory has approved as being in compliance with the requirements referred to in Article 82(2) of Commission Delegated Regulation (EU) 2020/692

In order make this information available to Member States and to the public, the European Commission has established this website.

Lists of germinal product establishments approved by third countries for the purpose of entry into the Union of germinal products collected or produced, processed and stored by those germinal product establishments from 21 April 2021 in accordance with the requirements laid down in Regulation (EU) 2016/429 and Delegated Regulation (EU) 2020/692 are available in the corresponding Sections of the "Germinal products (All third countries)" Chapter in the TRACES platform.

Model animal health certificates for entry into the Union of semen, oocytes and embryos of equine animals are laid down in Annex II to Commission Implementing Regulation (EU) 2021/403.
