At the invitation of the Government of Bolivia, the European Union established a mission to observe the Constituent Assembly Election and the Referendum on Regional Autonomy, on 2 July 2006.
The EU EOM was led by Monica Frassoni, an Italian Member of the European Parliament; over one hundred European observers from 22 EU Member States were deployed across all nine departments of the country. They met government and electoral officials, candidates and political parties, civil society representatives and the media.
