IDABC stands for Interoperable Delivery of European eGovernment Services to public Administrations, Businesses and Citizens. It uses the opportunities offered by information and communication technologies to encourage and support the delivery of cross-border public sector services to citizens and enterprises in Europe, to improve efficiency and collaboration between European public administrations and to contribute to making Europe an attractive place to live, work and invest.
The implementation of most new EU legislation is supported by IT systems. This can be e.g. for the exchange of information between competent authorities across borders or for the direct delivery of online public services to businesses and citizens.
A key for successful implementation of legislation is user-friendliness of all ICT components involved as well as accessibility and interoperability of all related IT systems. Therefore, ICT implications of legislation need to be taken into account as early as possible in the drafting process. Early involvement of IT specialists can also ensure that already existing systems and components are identified and re-used as much as possible to cut down costs and time of development.
Everyone interested in interoperability within the context of public service delivery was cordially invited to send suggestions aiming at contributing to the implementation of the European Interoperability Strategy.

On 28 November 2008 the European Commission adopted the "Action plan on eSignatures and eIdentification to facilitate the provision of cross-border public services in the Single Market". The action plan combines the work of the various European Commission services involved. It links several of IDABC's Security measures to the ongoing work regarding eSignatures and internal market instruments.
The 13th issue of Synergy defines important steps for the eGovernment Services development within the EU. The IDABC program comes to its end and is being succeeded by the Interoperability Solutions for European Public Administrations (ISA) one. Furthermore, developments in the SEMIC, OSOR & NIFO projects were made and new projects were funded, as the SPOCS one. Last but not least; the 4th European eGovernment awarding winners were announced on the occasion of the 5th Ministerial eGovernment Conference.
