That's why you took his name and costume, isn't it? In a sense, you did it so the world wouldn't forget him... or his heroism. You keep saying you don't want to replace Barry, but the moment you become as fast as him... That's exactly what you'll have done.

Synopsis for "Blitzkrieg"
Wally West struggles to learn from his Golden Age mentors about super-speed, hoping that he can train enough to be able to outmatch the man they had, until recently, believed was their friend Barry Allen. After this Flash turned evil and laid waste to Central City, Wally has vowed to take him down.
While Johnny Quick's speed formula is lost on Wally, Max Mercury's mastery of speed is surprising. Even so, Max's zen approach to speed strikes Wally as bogus. However, when Max suggests that what holds Wally back the most in terms of speed is fear that he can't live up to Barry Allen's legacy, Wally is shaken. Jay Garrick, on the other hand, has nothing to offer but his faith, and for the first time, he calls Wally "Flash" instead of "Junior." Wally informs his companions of what he discovered from the book he found where Barry re-materialized, and sets up a trap for him at the Flash Museum.
Meanwhile, the evil Flash invades the State Penitentiary in Central City, and releases all of the prisoners. He then breaks into the armory, vibrates through the wall, and gives all the weapons to the escaped inmates. He leads them out into the streets of the city, as his own private army. However, before they get far, Max, Jay, and Johnny appear and take back all the guns. They challenge this Flash to fight.
Wally stands inside the Flash Museum, worrying that his plan will fail as he begins putting the pieces together. At the same time, Max and Johnny manage to redirect some tear-gas at the escapees, so that the guards can recapture them. Jay engages with the Flash in a brutal fist fight culminating with Jay's leg being broken by his adversary. With his costume damaged, the changed Flash rushes into the Flash Museum, proclaiming that he will be remembered as the one, true Flash, and desperately searching for a costume ring.
Inside, Wally tosses him a ring, but when he releases the costume from inside, the costume is not that of Barry Allen, but of Professor Zoom. Wally reveals that after reading the book - The Life Story of the Flash - he discovered that it belongs to Eobard Thawne. Of course, Professor Zoom returned to the 20th century knowing that Barry Allen was dead, and assumed his identity.
