The Flash #164 is an issue of the series The Flash (Volume 1) with a cover date of September, 1966.

Synopsis for "Flash -- Vandal of Central City!"

While attempting to apprehend the Corby Gang, Flash's powers go out of control. He streaks around the city causing damage in his wake. The effect soon passes, and Flash apologizes to the people who have had their property damaged. However, sometime later Flash loses control again. After several of these acts of uncontrolled vandalism, Flash is arrested and placed in jail.

The Pied Piper is behind Flash's predicament. He has used sonic vibrations to cause Flash to lose control. Once Flash is in jail, he recruits a gang to rob the city while his music lures everyone into the streets. When the crooks try to double-cross the Piper, he breaks Flash out of jail to stop them. Once Flash learns that the Piper is behind his situation, he is able to outrun the sound waves generated by the villain's flute. Flash then apprehends the Pied Piper and is pardoned by the mayor for the earlier damage he caused.

Synopsis for "The Boy Who Lost Touch With the World"

While searching for plants in the woods for botany class, Wally West witnesses his classmate Tommy Davis endangered by a falling boulder. He goes into action as Kid Flash only to see the boulder pass harmlessly through Tommy. Somehow Tommy has become invisible and intangible, visible only to Kid Flash's super fast eyes.

Tommy suspects that a lab experiment is responsible for his condition. He takes Kid Flash to his father's lab where they discover a robbery in progress. Kid Flash stops the crooks and realizes that his own speed has caused Tommy's condition. Kid Flash then uses his vibrations to cure Tommy.

One of the crooks went unnoticed by Kid Flash and follows Tommy, hoping to learn the secret of invisiblity. Tommy begins to suspect that Wally is Kid Flash and calls his friend just as the crook strikes. Kid Flash comes to his rescue, then covers his own secret by appearing to be on the other end of the phone line at the same time as Wally.
