Chad Graham was the second Prometheus, a former student of the first.

In his quest to kill the police officers who had killed his parents so many years before, Prometheus had come to the home of Officer Graham to get the last man. However, he discovered that the officer was already dead - killed that same day by his eight-year-old son Chad. Sensing a kindred spirit, the young man who called himself Prometheus took the boy in, hoping to make him his "Robin". When Prometheus went missing in the wake of the Mageddon incident (having been placed in a psychic prison by the Martian Manhunter), Graham decided to replace his mentor.

In Star City, he fought Green Arrow and the police, and escaped with the help of Hush, with whom he formed a partnership, traveled to Gotham and helped him against Black Mask and Penguin who wanted to recruit Hush into their own gangs.[1] Hush abandoned Prometheus for his complicity in the murder of Poison Ivy.

Infected with a terminal disease by one of Ivy's mutated foster children, Prometheus was powerless to defend himself from kidnapping. He was taken by The Society, of which he had previously been a member. The Society wanted to steal the key to the Ghost Zone, which Prometheus had already hidden in the museum of the Justice Society of America. He served with the Society at the Battle of Metropolis, where he killed the Peacemaker.[2]

One Year after the Battle of Metropolis, Graham was still with the Society as "Prometheus" and defeated Lady Shiva, one of New Earth's top-rated martial artists. Shiva, despite knowing her own skills were recorded, along with twenty-nine others, attacked and was defeated in three seconds.[3]

Graham recaptured the Society defector Crime Doctor from under the Huntress' nose. He then fought the Huntress, Lady Blackhawk, and Black Canary before the Crime Doctor's suicide removed their reason for fighting. Graham departed unopposed, playing on "Prometheus'" reputation by commenting sardonically that on two occasions Huntress had given him more trouble than Superman.

When a Starro drone attacked Earth, it took control of Graham and a few other villains. While under Starro's control, Graham was just barely better than Robin, but he was defeated by a possible future version of Robin.

After the death of the Martian Manhunter, Prometheus regained his senses and escaped from prison. Graham, who was fighting the Blood Pack in Seattle at the time, tried to run and hide, but Prometheus caught up with him. Handcuffing his protege, Prometheus expressed disgust at his conduct and set the younger man on fire.
