Adventure Comics (Volume 1) with a cover date of December, 1940.
Synopsis for Hourman: "The Menace of Dr. Togg"
A series of crimes are carried out by a pack of monstrous chimerical beasts, called "Gombezi," a genetically engineered race of talking winged dogs, created and controlled by Dr. Rocco Togg, from his secret laboratory on Wide Island, off the New England coast. The gombezis also have a thick slippery hide, making them immune to some projectiles and difficult to hold on to, and police are stymied. Hourman and the Minute Men tackle the case.
Hourman and the boys catch all the creatures, and Hourman improvises an explosive from Togg's own lab materials, which destroys the lab and Togg's creations.
