Whilst still commander-in-chief he dealt with the "White Mutiny" among East India Company troops, and organised the army sent east in the Second Opium War. Historian Adrian Greenwood argued in a 2015 biography of Campbell that he was a much more effective and significant commander than previously thought. (en)

Han anlände till Calcutta 13 augusti, kvarstannade där till slutet av oktober, för att övervaka förstärkningarnas ankomst och andra förberedelser, samt ryckte efter denna på många håll klandrade långa förberedelsetid först mot Cawnpur och sedan mot Lucknow, som undsattes 16-17 november. Campbell lät av försiktighetsskäl den undsatta besättningen utrymma staden, en åtgärd, som utfördes mästerligt, men på många håll ansågs oklok. Först i mars 1858 företog den försiktige Campbell det slutliga anfallet mot Lucknow, som då definitivt intogs; han undertryckte sedan långsamt och metodiskt upprorsrörelsen i Rohilkhand och Oudh, där i november 1859 lugnet var fullständigt återställt.
