Warhammer 40K Sergeant Ripper Jackson box?

I have a Warhammer 40K Sergeant Ripper Jackson miniature box with the kit inside, is the box supposed to be wrapped in plastic?

The Astra, Warhammer 40K Sergeant Ripper Jackson kit was Mfr. shrink wrapped when they were released.  If you concern is Do I list it as New or Pre-Owned?  It would depend on if the kit's 14 components are sealed in bags inside the box. If they are you could list it as new but do mention that the outer shrink wrap was removed.
