Biography
Kelly Krout was born in Russellville, Arkansas. She earned an associate degree from the University of Central Arkansas in 2016 before earning a bachelor's degree and a graduate degree from the University of Arkansas in 2019 and 2022, respectively.[1]

|I'm a former foster parent and licensed social worker. I am the mom of seven sons. I am focused on advocating for policy that would help Arkansas families and children do well.
- Awareness of the needs of the foster care system
- Gun responsibility legislation
- Prioritizing public education, including raises for our teachers and support staff.
I also care deeply about the hurdles Arkansans experience in the criminal justice systems. Fines, fees, and inefficient systems make it difficult for hard-working families to do well here.
It's a unique position for advocacy in the state.
The Lt. Gov presides over the senate and would vote to break a tie, and serve as the governor if they resign or die.

ABORTION I want us to focus on preventing unplanned pregnancies and we know how to do that: with healthcare, access to affordable birth control, and sex education. I respect a woman’s right to choose.
We continue to watch our weather become more and more severe, as climate change puts families at risk. We have an opportunity to prioritize clean energy resources, and generate the new, well-paying jobs that clean energy can offer. I want our kids and their kids and grandkids to be able to enjoy the natural state the way I was able to growing up!
Like I mentioned above, right now the state has surplus funds that I’d love to see used to give a boost to small businesses and families impacted by the pandemic. I defer to healthcare professionals for healthcare issues. It is worth noting that we have been mandating vaccines for a long time. My focus will always be keeping Arkansans safe and healthy. We’ve got a chance to get back to normal, let’s take it!
Our criminal justice system is clunky, and it isn’t working to help people get back on their feet. While trying to help teens in my care navigate legal hurdles and broken systems, with odds stacked against them, I realized we all need an advocate in our corner. Yes, I’m also for legalizing marijuana. The majority of Arkansans are for legalization. We need to stop wasting time and resources on arrests for minor drug charges; the state could legalize, tax it, and use those funds to help people!
I value public education - I have several kids getting a public education! We need to be fully funding education and giving our teachers the resources they need to succeed. I would love to see a universal pre-k program that sets kids and families up for success. As much as it stresses people out to talk about it, I support comprehensive sex-education programming in public schools, as our nation and particularly our state has a much higher teen pregnancy rate than all other industrialized nations.
I think diversity is part of what makes us great. I dream of a world where people can be loved and accepted for who they are. I support policies that protect vulnerable populations and do not discriminate against people because of skin color, gender, sexual orientation, gender identity, age, nationality, religion or disability status. This includes supporting a true Hate Crimes Bill.
I want all Arkansans to have access to what they need to be healthy. For many Arkansans, healthcare is too expensive and difficult to navigate. Instead of creating more systems that make it hard to access healthcare, I’d like to see us focus on ways to make healthcare, including mental healthcare, easier to access whether you live in a large city or a rural area. One particular issue I’ve seen as a foster parent is the need for greater access to rehab facilities - this is a real issue and one that often comes up during emergency situations. ERs are not equipped to help a person dealing with addiction, but rehab wait times and lack of services are huge barriers to treatment. I want people who are seeking help, to be able to access it and get back on their feet.
Too many Arkansans are struggling, and we should be using the taxes we collect to support and empower people. Right now we have surplus funds that we could be using to boost small businesses and families impacted by the pandemic. Tax cuts that benefit every day Arkansans would boost the economy, but millionaires don’t need tax cuts to spend money. We need to focus on every day Arkansans.
My husband and I are a gun owning family and advocate for safe storage: locked, unloaded, in a safe. I want to focus on extensive background checks, closing loopholes, and keeping guns out of the hands of dangerous people.
The most educational experience of my life has been serving as a foster parent. So many families are trying to swim upstream, and these families deserve dignity, guidance, and grace. We can all be a part of the solution. Like I tell my kids, “If everyone does a little, no one has to do a lot.” I want to raise awareness of the issues families face, and work with experts across the state, so we can make sure every family has what they need to thrive. I want to see us reunite more families, and keep more families together in the first place, because no one should ever be separated from their family because of poverty.[2] |
