Frank Montalvo is a federal judge on senior status with the United States District Court for the Western District of Texas. He joined the court in 2003 after being nominated by President George W. Bush (R). Montalvo assumed senior status on December 1, 2022.[1]

Early life and education
Born in Bayamon, Puerto Rico, Montalvo graduated from University of Puerto Rico with his bachelor's degree in 1976, from the University of Michigan with his master's degree in 1977, and from Wayne State University School of Law with his J.D. in 1985.[2]

Montalvo was nominated by President George W. Bush on May 1, 2003, to a new seat on the United States District Court for the Western District of Texas created by 116 Stat. 1758. The American Bar Association rated Montalvo Unanimously Well Qualified for the nomination. Hearings on Montalvo's nomination were held before the Senate Judiciary Committee on July 9, 2003, and his nomination was reported by U.S. Sen. Orrin Hatch (R-Utah) on July 17, 2003. Montalvo was confirmed on a recorded 95-0 vote of the U.S. Senate on July 31, 2003, and he received his commission the next day.[2][3][4]
